Aside from outright military occupation or legal purchase, the United States had other ways of expanding her influence of a region: economic exploitation. The U.S. (and other imperial powers) carved out "spheres of influence" in places like Japan and especially China. This was done by political persuasion, military shows of force, and unequal treaties.
